Call to Order: Mr. Hansen called the meeting to order at 7:03 P.M.

Approval of Minutes: Mrs. Peoples moved, seconded by Mr. Hansen, to approve the minutes of 11/20/08. Motion passed.

Informational Meeting: Mr. Hansen explained that a property owner wishing to put his property in conservation easement wanted to consult with the Planning Board to determine if it would be possible to subdivide the property which has boat access only. It was pointed out that the Planning Board can’t give an official opinion without an actual application and since the property owner was not in attendance, there was no further discussion.

Other Business
Lakes Region Planning Commission – Mr. Snelling, a LRPC representative, presented the following overview:
  • There are twelve planning districts in the state which are semi-governmental / non-profit organizations.
  • They are managed by two commissioners appointed by the towns in each district and run by an executive committee. There is also a paid staff.
  • The commissions have two main functions:
  • Technical Assistance: helping towns & cities with Master Plan development and updates; providing circuit riders to assist with planning and zoning questions; help develop ordinances
  • Regional Assistance: develop a regional Master Plan; run the annual household hazardous waste program; develop a comprehensive economic development plan which addresses needed infra-structure while protecting the natural resources; deal with issues such as broadband accessibility, workforce housing, education and the role of community colleges, and aquifer protection
  • The $650,000 budget is funded primarily with state and federal funds, with $200,000 coming from town dues. Some services, such as assisting with a Master Plan update, may be billed to the participating town.
  • New Programs include audits for smart growth and work force housing. The smart growth audit could potentially be used in Holderness as it is related to traffic corridors.
  • The focus for 2009 is developing the criteria to determine regional impact projects and creating better accessibility for hazardous waste collection.
Workshop
Proposed Ordinance Amendments
Small Wind Energy Systems – Mr. Hansen explained that regulations had been adopted into the Site Plan Review Regulations this summer. Mr. Lorch provided a draft for adoption into the Zoning Ordinance; upon town meeting passage, the site plan regulations would be deleted. The Planning Board reviewed the proposed ordinance and made several changes.
Outdoor Wood Boiler Systems - These regulations were approved at the 10/16/08 meeting; there were no further changes.
Floodplain Ordinance – This section, Appendix B, will be moved to be included with other zone descriptions. There will be no language changes.
Shoreline Structure – The State has jurisdiction over the public water. Five regulations pertaining to structures over the lake were approved for deletion.
Lot Merger – Article VII, C was approved for deletion.

Dark Skies Model Ordinance
Due to the time frame required for a public hearing, it was felt that discussion on this subject should be addressed in 2009.

Meeting Schedule
The public hearing for the proposed zoning amendments will be held on Tuesday, January 6, at 6:30 P.M at the Public Safety Building. Because of publishing schedules, the Planning Board authorized publication of the notice in the Laconia Citizen.

The Board reviewed the 2009 meeting schedule. Mr. Hansen proposed changing meetings to 6:30 P.M. The Board was in unanimous agreement.

Adjournment: There being no further business, the meeting was adjourned at 8:15 P.M.
