Call to Order: Mr. Hansen called the meeting to order at 6:30 P.M.
Approval of Minutes: Mr. Snelling moved, seconded by Mrs. Peoples, to approve the minutes of 1/15/09. Motion passed.

Other Business
1. Informational Review: Industrial Tower & Wireless LLC
John Champ explained that the company has been in business for 30 years with 100 facilities in New England. They provide towers where carriers can co-locate, primarily for two way radio service. There is currently no coverage for Routes 175 and 113 and Mr. Champ is looking for suitable properties to purchase which would provide coverage for those areas. He provided a basic description of the tower and supporting equipment.
2. Informational Review: Loon Hollow – Site Plan Review
Mr. Waks and Mr. Vandette explained the history of their application process for Cabin #17. At this point they have an approved building permit and zoning variance to rebuild the cabin on the same footprint, expanding the height to no more than 17’. They were informed that per prior conditions they must go through site plan approval; they are requesting a waiver of that requirement. Mr. Lorch stated that the Planning Board determines whether a site plan application is required, and if required, an applicant may ask for waivers of site plan requirement items as needed. There was general discussion regarding the 2005 Board of Selectmen agreement, with Mr. Hansen noting that the intent was to apply the requirements to all of the cabins as improvements were made. The Board agreed that there was no impact due to the
changes in Cabin #17 that would require a site plan review. Mr. Snelling moved, seconded by Mr. Hansen, that a site plan review for Cabin #17 is not required as there is no footprint requirement or change of use. Motion passed.
3. Information Review: Squam Farm Resort – status of road
Mr. Moore and Mr. French explained that the plans approved by the Planning Board had errors in regard to the secondary access road, Boulder Road, and footprint baseline on some of the structures. Mr. Hansen explained that Mr. Moore would need to apply for an amendment to the approved site plan in order to make any changes to the plan.
4. Dark Skies regulations
Mr. Hansen provided a copy of the City of Rochester’s Dark Skies Lighting Regulation for review by the Board as a starting point for a Holderness regulation. In response to questions regarding the correct or appropriate ‘candle’ and ‘lumen’ requirements, Mr. Hansen agreed to contact the NH Electric Cooperative to obtain data or have a representative attend a meeting.
5. Planning Board Procedures
The Board reviewed each of Town Counsel’s comments regarding the Rules and made changes as needed. It was agreed that Mr. Snelling will draft his question regarding whether a meeting can be held if a quorum of the board is not present for submission to the legal department at the Local Government Center (LGC).
Planner’s Report
Mr. Lorch provided copies of the ballot language for the zoning ordinance regulations. He also noted that the Board of Selectmen unanimously approved the Planning Board request to re-appoint Mr. Snelling to the Lakes Region Planning Commission. Mr. Lorch noted that the spring Planning & Zoning conference will be held on May 2.
Mr. Snelling requested that the Planning Board have a general discussion regarding septage along the Route 3 & 113 corridor. He will gather some information and the Board will take it up at the March or April meeting.
