TOWN OF HOLDERNESS
PLANNING BOARD
WORKSESSION
HOLDERNESS TOWN OFFICE
May 29, 2008
CALL TO ORDER: The meeting was called to order at 7:00 p.m. by Chairman Earl Hansen.
MEMBERS PRESENT: Mr. Hansen, Mr. Snelling, Mrs. Peoples, Ms. Scothorne, Mr. Huntoon and Mr. Elgin.
OTHERS PRESENT: Mr. David Lorch (town planner, compliance and health officer) and Mrs. Anne Abear (municipal secretary).
WORK SESSION: Members of the Board met for this work session to discuss the newly proposed small wind energy system regulation and to discuss the amendments that were made to the regulation at the May 15, 2008, public hearing.
Mr. Hansen discussed House Bill 310 which governs the adoption of wind energy system regulations and advised the Town has no authority to ban a wind energy system in Holderness without cause. Mr. Hansen did recommend the Board consider adopting some of the definitions within the HB if it was to pass.
The small wind energy regulation will be treated as an amendment to the site plan review regulations and possibly be placed into the zoning ordinance in the future.
The Board reviewed and made additional changes to the proposed regulation and decided they would hold a second public hearing on June 19, 2008 to finalize the draft regulation.
ADJOURNMENT At 8:39 p.m., there being no further business to come before the Board, it was moved by Mr. Huntoon and seconded by Mr. Elgin that the meeting be adjourned. Vote was unanimous.
Respectfully submitted
Anne M. Abear
Municipal Secretary
