HOLDERNESS
BOARD OF SELECTMEN
MEETING
JULY 6, 2004

PRESENT:        Vice-Chairman Sam Laverack, Selectman Barbara Currier, Selectman Peter Webster, Town Administrator Paul Weston; Absent: Selectmen Peter Francesco and Steve Huss

CALL TO ORDER:  Vice Chairman Sam Laverack called the meeting to order promptly at 7:00 PM

MINUTES OF JUNE 21, 2004:       The minutes of June 21st were approved as presented upon a motion, second, and a 2 – 0 vote in favor, (Mr. Laverack abstaining).

REQUEST FOR DOCK:       Eric Nielson came before the Selectmen to request permission to install a seasonal dock into Squam River at the end of Piper Street.  Compliance Officer Richard Mardin offered to research State requirements, and the Town Administrator was asked to review liability concerns.

ADOPTION OF DISORDERLY ACTION ORDINANCE:        Police Chief Jeremiah Patridge recommended an update of the Disorderly Actions Ordinance (attached).  Vice-Chairman Laverack opened a public hearing on the Ordinance.  With no comments heard from the public, and upon motion and a second, the amended Ordinance was adopted upon a 3 – 0 vote in favor.

SEWER LINE ADMINISTRATION:      The Selectmen rediscussed the ramifications of the defeat of Article 8 at the March town meeting.  Mr. Laverack announced again that the Town must cease administration of sewer lines on North and South River Streets. Property owner Jeff Mason spoke wholeheartedly in favor of the Town continuing the administration of the lines.  The Selectmen stated they were 100% in favor of taking this issue back to the voters at the March, 2005 annual town meeting.  They emphasized they will not abandon the customers and we seek an equitable solution for all at the annual town meeting.

UPDATE ON TOWN HALL RENOVATIONS:   Town Administrator Paul Weston presented the latest budget expenditures on the Town Hall renovations.  It was decided the seeding of the lawn should be done by a combined effort of the Police Chief (supervising individuals which must perform community service) and the Highway Department.  A donation of four window boxes for flowers was accepted upon condition they are properly cared for.  Rails for the ramp and sanding of the meeting room floor will not be undertaken at this time.  The administrator was asked to seeking pricing on striping of the new pavement and window treatments.

COOPERATION WITH TRINITY CEMETERY:      Earl Jenkins, President of the Trinity Cemetery Association, was present to discuss cooperation between the Association and the Town.  Maintenance issues for the Association have arisen lately due to lack of return on investments.  Mr. Jenkins explained RSA 289:2 requires the Town to have burial space for indigent residents and perhaps the Association could offer space in exchange for Town equipment and labor maintenance within the cemetery.  He and the Administrator were asked to research State requirements for burials.  Weston will also review present Town cemeteries for space for future burials and potential for expansion.

TOWN VETERAN’S HONOR ROLL:      Ed and Pat Ford of Mt. Livermore Grange reported to the Selectmen on efforts to replace the present honor roll at Holderness Free Library.  Research is underway on veterans who served during all wars. Funds raised to date stand at approximately $6,000.  A lengthy discussion ensued on placement of the new honor roll, design considerations, cost, and a timeframe.  It was decided the Selectmen will invite the Fords into a meeting in November for another update, which will allow time to consider any town meeting article if necessary.  

SPECIAL EVENTS PERMITS: Upon two motions and seconds, two Special Events Permits were approved by 3 – 0 votes:  Holderness School (for events during the upcoming school year); and Holderness 2000 (for five concerts at the Village Gazebo).

POLICE DPARTMENT UPDATE:        Chief Patridge informed the Selectmen he is seeking a grant to install new digital base radios and a cruiser was hit by a deer.

SUMMER NEWSLETTER:      The Town Administrator is seeking suggested topics for a summer community newsletter.  Some suggestions to date:  town hall project, 911 street numbering project, honor roll donations, memoriam to Arthur Bartholomew, new Patrol Officer Eric Defillippe, and award of the DARE Officer of the Year to Mark Nash.

FIRE DEPARTMENT UPDATE: Chief Mardin was in to report he has inspected Milt Huckins parcel (Map 226, Lot 7) and found the lot to be unbuildable.  He also has inspected the Ibra Royea mobile home and found it to be uninhabitable. He has issued a demolition and removal request for the outside shower constructed at the Spaulding resident on Route 113.  Two purchase orders were signed:  $5,699 for an air cascade system upgrade and $1050. for our annual share in the cost of manning the Red Hill Fire Tower.  The Selectmen agreed no action can be taken at this time concerning possible commercial or rental use of docks at Map 236, Lot 94, primarily because rental of dock space is done throughout our waterfront.  Selectmen signed the attached agreement with Ibra Royea concerning screening of the junkyard off East Holderness Road.  And finally a street name was authorized for Dailey Road.

HIGHWAY DEPARTMENT UPDATE:      Highway Agent Peter Furmanick noted the backhoe is down, and Southworth Milton has been requested to review the problem.  A concrete pad will be installed at the transfer station to place a temporary seasonal compactor – a requirement before an electrical connection can be made. Three old radios will be donated to the Radio Club.

VETERANS EXEMPTIONS:    Two veteran exemptions were approved.  A surviving spouse: Map 210, Lot 3 – 59 for Henrietta Miller; and Map 210, Lot 3 -43, a new application, for Edgar Simoneau.

The meeting was adjourned at 9:25 PM
