MINUTES
HOLDERNESS BOARD OF SELECTMEN
MEETING
June 27, 2005

CALL TO ORDER: The meeting was called to order at 6:05 PM.

PRESENT:  Chairman Peter Francesco, Vice-Chairman Sam Laverack, Selectmen, Peter Webster and Suzanne Peoples, and Interim Town Administrator Peter Russell.

ABSENT:  Barbara Currier

PAYROLL AND PAYABLES:  The Selectmen reviewed and signed payroll and payables.

The public meeting was moved upstairs to the meeting hall at 6:40 PM and
Municipal Secretary Dee Canavan joined the meeting.

MINUTES:  The minutes of June 20, 2005 were approved as written.  Mr. Francesco moved, Mrs. Peoples seconded and the Board voted 3-1 with Mr. Laverack abstaining.

INTRODUCTION OF NEW TOWN ADMINISTRATOR:  Chairman Peter Francesco introduced Mr. Walter Johnson as the new Holderness Town Administrator.  Mr. Johnson comes to us from the Town of Lisbon where he served as Town Administrator since 1998 and as a Lisbon Selectman 10 years prior to that.   Mr. Johnson begins his employment with the Town of Holderness on August 8, 2005.  Mr. Johnson was welcomed by the Board.

2004 AUDIT REVIEW:  Mr. David Clukay from Vachon, Clukay & Co., PC and Bookkeeper Nick DeRuvo met with the Board to review the 2004 Audit.  Mr. Clukay stated the financial statements presented in the Audit include all of the activities of the Town of Holderness using the integrated approach as prescribed by GASB 34, as required by Federal law.  Mr. Clukay reviewed the new format and the use of schedules to transition between the three income statements.  He stated from the control standpoint and the financial standpoint the Town of Holderness is on very solid ground.  The Board acknowledged and thanked Mr. DeRuvo for an excellent job.

VILLAGE SIDEWALK UPDATE:  Mr. Webster reported the status of the Village Sidewalk is unchanged and the committee is waiting for results from the Phase II archeology study.

APPOINTMENT OF ALICIA ABBOTT, DEPUTY TOWN CLERK AND DEPUTY TAX COLLECTOR:   Mr. Francesco moved to appoint Alicia Abbott to the position of Deputy Town Clerk and Deputy Tax Collector.  Mr. Webster seconded the motion.  The vote of the Board was unanimous.  Mrs. Abbott is appointed until another person who is qualified shall be chosen.  

SIGNATURE FILE:  After review Mr. Webster moved, Mr. Francesco seconded, and the vote was unanimous to sign the following items.
·       A software support agreement with Tyler Technologies, Inc for Univers CAMA (Computer Assisted Mass Appraisal) system.
·       Abatement of 2003 property tax lien in the amount of $100.59, Adian Foley, Map 245-039-D16.  Trailer was removed in 2003 from Bethelwoods Campground.
·       Abatement of 2005 property taxes in the amount of $7,142 to correct billing errors in the spring billing.
·       Supplemental Warrant for the collection of 2005 property taxes in the amount of $7,824, to correct billing errors in the spring billing.

SPECIAL EVENTS APPLICATION FOR SQUAM LAKES AREA CHAMBER OF COMMERCE:  The Board of Selectmen reviewed a special events application for a concert/barbecue in the Town Common on August 8, 2005.  After discussion the Board approved the application conditional upon favorable input from the Holderness Fire Chief and Holderness Police Chief.  Mr. Francesco moved, Mr. Webster seconded, and the vote was unanimous.   

ADJOURNMENT:  At 7:30 PM Mr. Laverack moved, Mrs. Peoples seconded, and the vote was unanimous to adjourn.
