MINUTES
HOLDERNESS BOARD OF SELECTMEN
MEETING
October 3, 2005

CALL TO ORDER: The meeting was called to order at 6:00 PM.

PRESENT:  Chairman Peter Francesco, Vice-Chairman Sam Laverack, Selectmen Barbara Currier, Peter Webster, and Suzanne Peoples, and Town Administrator Walter Johnson.

PAYROLL AND PAYABLES:  The Selectmen reviewed and signed payroll and
payables.

The public meeting was moved upstairs to the meeting hall at 6:30 PM and
Municipal Secretary Dee Canavan joined the meeting.

MINUTES:  The minutes of September 19, 2005 were approved as revised, Mr. Webster moved, Mrs. Peoples seconded and the vote was unanimous (5-0 in favor).  Revisions:  Mrs. Currier joined the meeting at 6:50 PM and Town Administrator Walter Johnson was asked to contact DOT concerning the Shields property and parking issues.

DISCUSSION OF HB 695:  State Representative Mary Clooney met with the Board to discuss HB 695 and asked for the Holderness Board of Selectmen to voice their support.  She stated the new Plymouth State University Master Plan shows a good deal of expansion in the Town of Holderness.  Mrs. Clooney reviewed efforts to pass HB 610 and SB 20 to compensate the host town for the impact of services beyond what it would be without the university.  After discussion the Board stated it would review the information packet provided by Ms. Clooney and consider her request for support of the HB 695.

COLLEGE ROAD PETITION:  The Board met with Jessie and John Foley, Jean Malone, Center Harbor Police Chief Chase, and Holderness Police Chief Patridge to discuss a petition before the Board from the residents of College Road.  Mrs. Malone stated the excessive speeds and increase in volume of traffic since paving is  putting pedestrian’s on College Road at risk.  The Town of Holderness owns 251 feet of College Road.   Discussion included placement of a Do Not Enter, No Thru Traffic, and Truck Weight Limit signs.  The Board stated they had no issues with No Thru Traffic and Weight Limit signage.  Chief Patridge was asked to develop a plan with Chief Chase and Town Administrator Walter Johnson was asked to draft a letter to the Center Harbor Board of Selectmen stating support of No Thru Traffic signage.

LAKES REGION PLANNING COMMISSION ROAD MAPS:  David Jeffers from the Lakes Region Planning Commission presented two road inventory maps developed for the Holderness Master Plan, Transportation Chapter, and NH Dept. of Transportation.  After discussion Chairman Francesco stated the Board would review the maps and reporting any errors to the LRPC.

JANITORIAL UPDATE:  TA Walter Johnson reported the janitorial position has been filled.

VILLAGE SIDEWALK PROJECT:  Mr. Johnson reported the construction contract was signed on Sept. 13 with M E Latulippe Const., Inc.  Construction of the Village Sidewalk is to begin on October 11th and the project should take 6 weeks.

REVISED WELFARE GUIDELINES:  After discussion Mr. Laverack moved, Mrs. Peoples seconded, and the vote was unanimous (5-0 in favor) to adopt the revised Welfare Guidelines.

BECK-DECHAZEL CURRENT USE:  Mr. Johnson reported the Dept. of Revenue is unavailable to comment on interpretation of the Current Use Laws.  He advised the Board of a Current Use case with the Town of Washington that is addressing the contiguous across a body of water issue.

HIGHWAY DEPT. REPORT:  Public Works Director Peter Furmanick reported the Highway Dept. received a Fisher Papa Bear woodstove from Dean Perkins.  They have over 600 gallons of used oil and have only used $234 of the propane budget.  Forman Robert Potter attended management training at Primex this week.

ALUMINUM CAN BAILER:  Mr. Furmanick requested authorization to purchase a small used bailer for the transfer station.  It was removed from a Walgreen’s Drug Store and is available for $1,000 or $170/per month for 6 months.  Mr. Furmanick stated we would be able to market our aluminum cans for twice the amount we do now if it is bailed and this bailer sells for $10,000 new.  After discussion Mr. Webster moved, Mr. Laverack seconded, and the vote was unanimous (5-0) to purchase the bailer at $170/per month for 6 months.  The bailer is being purchased in “as is” condition.

HISTORICAL SOCIETY BOSTON POST CANE PRESENTATION:  The Holderness Historical Society will be presenting the Boston Post Cane to Helen Miller on Oct. 6, 2005 at 2:00 PM at the Historical Society Building.

SIGNATURE FILE:  After review Mrs. Currier moved, Mr. Laverack seconded, and the vote was unanimous (5-0 in favor) to sign the following items:
·       Intent to Cut Supplemental for Pemi Fish and Game Club – Map 222-23.
·       2005 Parcel Count Request for the Equalization Bureau of the Dept. of Revenue Admin.
·       2004 Abatement Dispositions (attached)

NON-PUBLIC SESSION:  At 8:40 PM Mr. Francesco moved, Mr. Webster seconded, to enter nonpublic session pursuant to RSA 91-A:3,II(a) to discuss a personnel matter.  Town Administrator Walter Johnson and Public Works Director Peter Furmanick were also in attendance.

ROLL CALL VOTE:  Webster (Yes), Laverack (Yes), Currier (Yes), Francesco (Yes), and Peoples (Yes).

ADJOURNMENT FROM NON PUBLIC:  It was moved, seconded and voted (5-0 in favor) to come out of non-public session at 8:45 PM.

ADJOURNMENT:  Mrs. Peoples moved, Mr. Webster seconded, and the vote was unanimous to adjourn at 8:55 PM.
