HOLDERNESS BOARD OF SELECTMEN
MEETING
December 5, 2005
CALL TO ORDER: The meeting was called to order at 6:15 PM.
PRESENT: Chairman Peter Francesco, Vice-Chairman Sam Laverack, Selectmen Barbara Currier, Peter Webster, and Suzanne Peoples, and Municipal Secretary Dee Canavan.
ABSENT: Town Administrator Walter Johnson.
FIRE DEPARTMENT: Chief Mardin, Fire Ward Mr. Earl Hansen, and the Board of Selectmen reviewed the proposed 2006 Fire Department Budget. After discussion and minor revisions were agreed to and the budget is recommended to the budget committee, subject to final Board of Selectmen approval.
POLICE DEPARTMENT: Chief Patridge and the Board of Selectmen reviewed the proposed 2006 Police Department Budget. After discussion and minor revisions were agreed to and the budget is recommended to the budget committee, subject to final Board of Selectmen approval.
SIGNATURE FILE: It was moved, seconded and voted unanimously (5-0 in favor) to sign the following items:
· Intent to Cut for Samuel Monroe, Map 228-7.
· Intent to Cut for Rollin & Paula Reynolds, Map 221-7. (Mrs. Peoples abstained from signing.)
· Contract for Services with the New Hampshire Humane Society in the amount of $2,500 for 2006.
· Holderness Master Plan Update Time Extension with the Lakes Region Planning Commission.
CONSERVATION COMMISSION REPORT: The Conservation Commission met Mrs. Currier reported on two parcels the Conservation Commission is concerned about: The Pemi Fish and Game Club and the Rollin Reynolds property before the Planning Board for subdivision. They are concerned about the proposed subdivision is on a scenic road and is adjacent to wetlands and a brook that floods, and the steep slope issues. The Commission sent a letter addressing these issues to the Planning Board. Mrs. Currier presented several photographs, taken by members of the Conservation Commission, of the clear cut on the Pemi Fish and Game Club property. Mr. Laverack stated a clear cut is not illegal. Mrs. Currier stated she had reviewed the Timber Harvesting RSA’s with Mrs. Canavan and
her understanding is the Select board must sign an Intent to Cut if the four criteria listed in the lower left hand corner are met. Mrs. Currier said the Conservation Commission questions why the Board of Selectmen are not looking into these issues when the Conservation Commission feels the Pemi Fish and Game Club is not practicing good management practices, erosion control and possible gravel excavation. Mrs. Currier asked how the Board would like her to handle these issues as the Selectmen’s Liaison to the Conservation Commission. Mr. Francesco stated when the Conservation Commission takes a formal vote on issues to bring it before the Select board, then the Board will hear the issue. Mr. Laverack stated when a law has been broken, then they could notify the Board of what RSA and the ramifications. Mrs. Currier asked if the Board wanted to review the site as a Board. Mr. Laverack stated the Board of Selectmen should not be in the role of
discovery. Mrs. Currier stated she had spoken to Pemi Fish and Game Club president, Fred Allen and stated they had performed more reclamation planting and hoped it will take this time and the Club was looking to expand the gun range back further from the road in hopes to reduce the noise in that area. Mrs. Currier stated she wanted to be fair to the Select Board and the Conservation Commission in what she should be bringing before the Board or should be directing elsewhere. After discussion it was determined the reclamation and expansion of the range are Planning Board issues. As far as Intent to Cuts, wetland and forest management practices are between the logger and NHDES. Mr. Laverack stated that looking at the several pictures taken by the Conservation Commission, he doesn’t see any erosion or any wetland problems, can not see any new excavation and there is nothing illegal about clear cut.
MOTION TO CONTINUE: At 8:50 PM Mr. Francesco made a motion to continue the meeting to Wednesday December 7 at 6:00PM, to continue review of 2006 proposed budgets with department heads. Mr. Webster seconded, and the vote was unanimous 5-0 in favor.
